So why won't Campion and company allow TPOTD to be presented out of competition? What would be so wrong with that? I know it wouldn't be eligible for prizes but at least it would get exposure, right?

variety.com/2021/film/festivals/cannes-film-festival-lineup-resuscitate-world-cinema-1234988160/I saw two French persons criticizing Campion for selling herself to Netflix! Very cruel considering how many projects she couldn’t make over the years because the funding. I found the Cannes-Netflix controversy fascinating because I think both sides are kind of right and both sides are kind of wrong! But blaming the artist is very low! I mean Campion hasn’t made a film in more than 10 years! She tried to do a few but she didn’t find the funds so she went to TV and she was very vocal about how there she found the support and the liberty she couldn’t find in the film business anymore. Now she says she found the same with Netflix and yes, they offered her more money so why someone would asked her to sacrifice herself in the name of CINEMA (or, more exactly, movie theatre owners!)

When do we find out what films will be at Venice?

There’s anything official yet. It’s similar to Cannes, they will do a press conference weeks before the festival (it’s in September) to announce the titles.
Variety claimed some weeks ago that the film was already invited but that Netflix was waiting to see what happened with Cannes first. Also (in)famously Netflix retired all its films from Cannes a few years ago (including Roma) when they discovered they won’t be In Competition because the then new rule (designed specifically against them after the festival was widely criticized by theatre owners the earlier year for including a few Netflix movies in their line-up) and all of them were happily accepted at Venice with Rome winning the main prize. So yeah, they have a good relationship with that festival.
I think this year the speculation of Netflix accepting an Out of Competition spot was huge because last year they did it (but it didn’t happened because the Covid-19) with the Spike Lee film but TBF Lee was the Jury’s President (he still is this year because again, last year it didn’t happened…anything!) and I guess it was a nice gesture because that and also they probably didn’t insisted because it would be extremely odd to have the president of the jury also as a contender! By the way, I used to follow Lee on Twitter and TBH I think he totally would had given the Palme d'Or to himself! Lol
EDITED The Festival should be from September 1 to 11 so I’m guessing we should wait the announcement probably in August or late July.
