IIRC, right before the clip in that GIF, he had answered some question. And then she, as his translator, stepped up to repeat it for the Japanese audience. So he was mocking his own long-winded answer. In that appearance, at some point he actually thanked her and applauded her for being able to keep up with his rambling and waffling. And apologized for being so long-winded.
Was that the same day he ate the head off of a confectionary version of himself/Khan on a cake? I think so. He was really -ON- that day. Probably a little bit of jet lag, a little bit of loving being in a new country, a little bit of being the sole focus of a major film launch = Maximum Benedict Cumberbatch-ness LOL!
