I hadn't heard of "When Gravity Fails", but they both are clearly officially writing it. I haven't checked re when that project was announced though. If it was very recent, that would strengthen the probability that Robert Cargill's comment was in response to it. But it's still not necessarily a given. In truth, I don't personally think that Strange 2 is in doubt, and if Scott Derrickson is returning then that will surely have priority and full on prepping that script now would make sense for a 2020 Strange 2. Reality is, though, that Scott Derrickson is not necessarily a given to return at this stage, so one just can't be sure what's going on.

Really hope they get a better writer. Was by far the weakest aspect of the film.

Matter of opinion of course. I am pretty picky about writing in films, and I thought the writing was pretty good actually. Especially compared to others in that genre.
It had a nice blend of humour, drama, action and even some more esoteric philosophical ideas interwoven into an interesting “origins” movie that stayed true to the essence of the comic book character.
My only complaint with DS was it was too short time wise - it could have benefited from more screen time to develop certain aspects more completely.

There is a reference on Wikipedia about the film adaptation but it was old, from 2013. Then there was another reference, from October 2016 but not clear, that it was again in developement but I couldn't find the source. They are joking about writing the sequel of an infamous bad 80’s movie but...
IMHO it kind of suggests they are indeed working in DS2 script right now.
