That article is mostly about filming digital vs on film. Probably a similar comparison would be like taking a picture with an old photographic camera vs a digital one. Obviously, we were more selective and careful with the old camera.
They recommend 16mm film because it was always the cheaper version compared with the one normally used for old classic films: 35mm. The equipment is also cheaper and lighter. In other words, Anderson will shoot his two new movies on film, not on digital as mostly all movies are done nowadays. Asteroid City was shot like old classical Hollywood films on 35mm meanwhile “Henry Sugar” was done on the cheaper version most commonly used for indie movies, documentaries or even educational films, 16mm. I’m sure it was an aesthetic decision. It’s not the first time he used the format for one specific project.

OT, I guess!
I hate this thing!
They claim they will show stuff from your favorite next movie/series but there is nothing you want to watch there and all those future projects they talk about look really bad! Also they seem to have Chris Hemsworth every year! BC has now three projects with them and have never been in one of these! Well, I guess I should be glad that he is in their “prestigious” projects: Jane Campion, Wes Anderson and even the TV show Eric was called “the highest end” by a Netflix executive. He is the star of their “serious” stuff so I guess they can’t include him in their presentation about mindless entertainment!
And yes, I was hoping for scenes from TPOTD the last time I watched a trailer for this! Lol And now I thought “that was crazy of me but Wes Anderson is more playful so probably they would want to include a bit of Henry Sugar!” Well, no! We will see what happens in the actual event but I doubt it.
