They have to pay for entries and I doubt PBS pays for a huge number of them. I imagine they do when they are sure about their prospects. Probably BC is their stronger contender, considering he is a multiple nominated star, his performance was already acclaimed in the UK and he is identified with the channel itself, but he would compete against himself for another series by a powerful cable channel that seems will be strongly promoted for awards.

I’d love to have Ben competing against himself! Let’s dream of the day when the entire Best Actor category is just a choice of five BC performances. “And the Emmy goes to...Benedict Cumberbatch!”

I remember when people predicting Oscars claimed it was detrimental when someone was nominated for two different roles the same year because it divided voters. Although more recently when someone is the favorite to win for a role it doesn’t matter any other circumstances. The favorite (performance) wins no matter what so there is not such divisions in votes. The person/role just need to have the right kind of hype.

I just read an early Paterno review and I'm guessing a few people will be surprised how so different productions have actually a similar theme. www.indiewire.com/2018/04/paterno-review-al-pacino-hbo-joe-paterno-penn-st-1201945737/This one seems much more political, tho. After all, Patrick Melrose is a first person account (although not narrated in first person!) by the victim so it's more interested in the messy ways someone deals with the consequences of abuse than morals or ethics. Although there is something about it, too, in the role of Jason Leigh's character.

I like John Legend just as much as the next person, but he doesn’t deserve a nom for JCSS. His voice (I thought) couldn’t really cut through like it’s supposed to, especially in the screaming bits. You’ve got to get that 70s rock and roll going. The person who slayed in that production was the guy who played Judas. Something something Dixon? I can’t remember his name but he was in Hamilton.

I heard Dixon was the standout and a few others are predicting him instead of Legend but he has him just as a "major threat".
I thought that maybe some of his choice are because their movies/series are actually out there (John Legend instead of BC or Michael B. Jordan, for example) which it's logic but he has Farenheit 451 in a few categories!
