Yes, it's just in the USA. Studio Canal is still selling it to other territories. Ironbark was almost sold out everywhere at Cannes 2 years ago except for the USA.
For good or bad, the USA is still the most important and biggest market for movies. Also if they want (American) awards, they need a proper distribution in the USA.

I can't read the NYTimes article.
Manchester by the sea, Cold War were Oscar nominated movies and both won lots of awards. I liked both pictures. I saw Cold War not so long ago. The lead actress Joanna Kulig is amazing. I think The Aeronauts was not that great. I know nothing about The Report. They were comparing it to Ironbark on awardsworthy but I think, for what I read about them, they are not similar.
The Big Sick was also an Amazon original. Late Night was bought by Amazon and they payed 13 mi + 35 mi advertising and it didn't make a good boxoffice.
I've just found the Amazon Studio Imdb page. Uncut Gems is also from them. That had good critics and boxoffice. It didn't get any (oscar) nominations, though. I found it absolutely annoying.

Yes, they have a few great movies but it seems they spend too much at Sundance last year and not all the titles worked at the Box Office. Late Night with Emma Thompson did great at the festival and with critics and apparently had a big publicity budget but it just didn't do any money. There were other bombs and at the end of the year they just changed their original plans with a few of their Oscar movies. The Aeronauts was supposedly to have an IMAX run and a long traditional theater window but at last minute (and after a good reception at TIFF and more telling at Telluride, with potential Oscar voters) they announced to the producers that they would just show it on cinemas for a few days and then added to the streaming service. The Report was another Sundance acquisition from last year. Its main actor is Adam Drive who is very hot right now and it had good reviews but again, just a few days on cinemas and no too much promotion.
They are buying a lot titles at Sundance again but we will see what happens this year. The consensus is that they doesn't still have a clear strategy about their film section.

So it looks like Lionsgate is about to become the company that will handle Ironbark in the USA.
The Wrap, Variety and Deadline are all reporting the imminent deal with Roadside Attractions (who will distribute it) and Lionsgate. There was lots of competition for it apparently and the deal is reportedly in the seven figures range.

Here's excerpts of the Variety article about the acquisition of NA rights for Ironbark...
"North American rights to Benedict Cumberbatch’s civilian spy thriller “Ironbark” have been acquired by Roadside Attractions and Lionsgate out of the Sundance Film Festival, insiders close to the deal told Variety.
Roadside, the specialty label currently behind Oscar contender “Judy,” and partial owner Lionsgate emerged out of a competitive, days-long bidding process and won the title. UTA Independent Film Group repped filmmakers in the sale for domestic rights, with FilmNation handling international.
Spokespeople for Roadside and Lionsgate had no immediate comment on the matter. “Ironbark” previously sold out international territories at the Cannes Film Festival in 2018. Lionsgate grabbed U.K. rights during those sales.
The movie was one of the most anticipated sales titles headed into the annual Park City event, and serves as confirmation that the sales marketing is heating up after days of premieres and overnight negotiations. The world premiere was held on Friday night at the Eccles Theater."
I think this is pretty exciting news actually. Especially the part about it being "one of the most anticipated sales titles"! Roadside Attractions seems like a very good fit.
