Probably I'm very cynical but I don't think there is good intention behind this. It's just to make them look good and nothing more. That's why everybody seems to qualify right now and it's clear they don't even know how to enforce this! It doesn't seem they have a plan!
Agreed with the artistic side and ironically that's the target of the social media "activists" the Academy is courting with this. I think a good part of the criticism is about it. Surely there are fools who would attack inclusiveness no matter what but others are just worried for a potential attack to creativity. After all, the LA Times is claiming nor 1917 nor The Irishman would qualify.

I just saw this and it's clear that the target is what it's on screen not behind the scenes (they admit that yes, Hollywood is already diverse enough! ),
And it's a nice target. The problem is that the issue goes beyond some random rules trying to force token characters. I sincerely think they should give more opportunities to minority filmmakers if they want to see a real change. It shouldn't be about castigated old talent for tell their own stories or trying to force them to tell other people stories. Some of them, again Scorsese, are actually doing more for diversity helping young minority filmmakers with their own films than what these pretenders would ever do in their lives!

“It’s fair to say that the industry has already met the criteria outlined by the Academy so this doesn’t move us farther in the conversation or alter access and opportunity, it reflects the status quo,” Smith said. “These standards aren’t aspirational or transformative, which is what would be necessary to move inclusion forward in this industry. My concern is that the standards create false hope that things will change when they reflect business as usual.”
So the new criteria outlined by the Academy is just "window dressing". Nothing more. In fact it may end up hurting the very thing they are saying that they want to promote?
Goes back to the point about how perhaps streaming outlets are much more equipped to give more opportunities to move the industry forward with inclusion.
They present all sorts of varied choices on a much more equal footing so that exposure for lesser known creative works (by "women driven" producers, etc., gays, minorities, etc., foreign language/cultures, etc.) is given on a viewer selected format, instead of an almost "force-fed" limited distribution model of cinema owners (controlled by the major studios).
That way small independent niche projects can flourish along side more established creative forces?
I don't know... it isn't perfect but it might be a better way to move forward rather than insisting on trying to force an antiqued system into paying lip service to "change" and yet not really changing anything at all.

I just finished watching the Oscars, which was pretty low-key this year.
The only nominated movie I’ve seen is The Trial of the Chicago 7. But I’ve watched the Oscars every year since I was little, long before I was old enough to see any of the movies. I remember keeping track of the movies I’d want to see when they eventually showed on tv. When I got older, I made it a point to see every nominated movie before the awards. And now this year I’ve gone back to not seeing any of them! Ha!
It was nice to see Mark Gatiss in the clip they showed of The Father.
Yuh Jung-Youn, Best Supporting Actress for Minari, gave the best acceptance speech.

I don’t know her name, but the director of Nomadland had the most beautiful dress! The sleeves alone were to die for! 😍
